Changes to the General Regulation on Urban Buildings (RGEU)

The following changes came into force on January 1st:

  • No bathtub requirement (article 68 RGEU and repeal of article 84, number 1 RGEU);
  • Possibility of a kitchenette or walkthrough kitchen (article 66 RGEU);
  • Extension of the application of the RGEU to modular constructions (article 1-A RGEU);
  • Procedural articles repealed (articles 2, 3, 3a, 5, 6, 7, 8, 12 and 13 RGEU).
  • Vertical communications (articles 45, 46 and 47 of the RGEU) and corridor widths (article 70 of the RGEU - these situations are only provided for in the legislation on accessibility, fire safety and the rehabilitation regime (RAREFA).

The following measures also come into force:

  • Police monotoring is no longer required when carrying out urban planning operations - article 40-A
  • Supervision will now focus exclusively on compliance with legal rules;
  • A binding prior opinion from Património Cultural I.P. or the CCDR is no longer required for some interior works, conservation works and the installation of signs, awnings, terraces and street furniture.
  • The obligation to present a use permit and a housing technical file when transferring ownership of urban buildings is eliminated, through the repeal of Decree-Law 281/99 of July 26 and Article 9 of Decree-Law 68/2004 of March 25.
