The changes to take place on 04/03/2024 include the following:

• The impossibility of opting for licensing when the procedure provided for by law is prior communication - article 4
• The impossibility for municipalities to require technicians responsible for projects to submit a declaration of professional capacity - article 9
• Elimination of the permit and its replacement by the receipt for payment of fees due - article 74
• The work book ceases to be an instructional element and must not be sent to the city council at the end of the work, nor be subject to any prior analysis, registration, validation or opening or closing term by public entities.
• The possibility of reclassifying land outside the scope of territorial plans, even if it is for housing;
• The retroactive effect of the application of the law, not allowing a period for the various entities and designers to adapt to the approved changes, interrupting and changing the rules of assessment in ongoing processes, which presupposes the reassessment and alteration of projects already submitted or prepared for submission.
• Administrative regulations in force on March 4, 2024 that contravene the provisions of Article 20(10) of the RJUE are considered null and void, as they provide too short a period for adaptation and publication.
